RICHARD PARR, Senior Counsel

Richard Parr is Senior Counsel with Kim Winston. Richard spent more than 30 years with Merck devoted to pharmaceutical patent law matters, prosecuting more than 270 United States patents to grant, assessing patent portfolios supporting in-licensing candidates and acquisitions for oncology and cardiovascular products and research programs, and cooperatively managing research collaboration patent portfolios associated with Merck’s partnerships.

Richard co-chaired Merck’s International Patent Practice Committee, with responsibility for patent law developments in Latin America, India, Southeast Asia, Australia, and New Zealand, and for policy issues relating to international treaties including PCT, TRIPS, the Trans Pacific Partnership, and other free trade agreements, working with international patent counsel, the Pharmaceutical Research and Manufacturers of America, and the United States Chamber of Commerce. He has knowledge about international regulatory data protection, international patent term extension provisions, international pharmaceutical patent linkage, and international compulsory licensing.

Prior to his time with Merck, Richard worked as an attorney with Morgan & Finnegan and Cooper & Dunham, both in New York, and as a process chemical engineer with Colgate-Palmolive. Richard has also represented pro bono clients in the areas of trademarks, bankruptcy, divorce and estate law.
